한국 정부는 이스라엘 무기 수출 중단하라 Stop Arming Israel!

팔레스타인 사망자가 2만 1천 명을 넘어섰습니다. 그중 70%가 아동과 여성이라고 합니다. 폭격의 잔해 속에 파묻힌 실종자와 사망자가 정확하게 파악되지 않는다는 점을 고려하면, 사망자 숫자는 더욱 늘어날 수밖에 없습니다. 2만 1천 개 넘는 찬란한 우주가 사라졌습니다. 

이스라엘의 무차별적인 공격이 3달 가까이 이어지고 있습니다. 병원도, 학교도, 난민촌도, 가자 지구 어디도 안전한 곳은 없습니다. 보건의료 시스템은 붕괴되었고 식량, 전기, 물 등의 필수 물자가 어디에서든 턱 없이 부족합니다. 이스라엘은 전 세계가 지켜보는 가운데 팔레스타인 사람들을 학살하고, 그 학살을 지켜보는 모든 이들의 인간성마저 파괴하고 있습니다. 용납할 수 없는 일입니다. 

한국이 이스라엘의 무장을 돕고 있습니다

한국과 이스라엘은 1990년대 이후 군사 협력을 강화하고 있으며, 2000년대 들어 무기 거래도 점차 늘어났습니다. 유엔 무역 통계상 한국 정부의 보고에 따르면, 한국은 2014년부터 2022년까지 이스라엘에 약 4,390만 달러(약 570억 원)의 무기(탄약, 포탄 등)을 수출했습니다. 한국에서 수출한 무기들은 팔레스타인 집단학살에 사용될 수 있습니다. 그러나 방위사업청은 이스라엘과의 구체적인 무기 거래 내역을 ‘국가안전보장, 국방, 통일, 외교관계 등에 관한 사항으로서 공개될 경우 국가의 중대한 이익을 현저히 해할 우려가 있다고 인정되는 정보’라는 이유로 비공개하고 있습니다. 

뿐만 아닙니다. 이스라엘로부터의 무기 수입과 군사 협력도 계속되어 왔습니다. 2014~2022년 한국은 이스라엘에서 약 1억 2,800만 달러(약 1,690억 원)의 무기를 수입했습니다. 2021년, 한국항공우주산업(KAI)는 이스라엘 최대 무기 회사인 엘빗 시스템즈(Elbit Systems)와 ‘차세대 무인기 사업 협력을 위한 업무협약’을 체결했습니다. 한화시스템은 이스라엘 무기 회사 엘타 시스템즈(Elta Systems), 엘빗 시스템즈와 ‘상호 기술협력 및 수출 기회 모색을 위한 업무협약’을 체결했습니다. 이스라엘 무기들은 ‘전장에서 검증‘되었다고 국제적으로 평가 받습니다. 그 무기들이 사용되고 검증되는 현장이 바로 점령된 팔레스타인입니다. 나아가 현재 집단학살은 인공지능에 기반하여 이루어지고 있습니다. 

한국 정부는 이스라엘과의 무기 거래를 중단해야 합니다

한국 정부는 지금 즉시, 국제인도법과 국제인권법을 위반하고 국제사회의 강력한 휴전 요구를 무시한 채 전쟁범죄를 저지르고 있는 이스라엘에 대해 무기 수출과 수입을 포괄적으로 금지하는 무기 금수 조치를 시행해야 합니다. 

이미 유사한 사례들이 있습니다. 외교부는 2021년 미얀마 쿠데타 이후 미얀마 정부와 국방·치안 분야 신규 교류·협력을 중단하고, 군용물자 수출 불허 및 산업용 전략물자 수출 허가 심사를 엄격하게 하는 제재를 부과한 바 있습니다. 2022년 러시아의 우크라이나 침공 이후 러시아에 대한 전략물자 수출을 차단했고, 반도체, 컴퓨터, 정보통신, 센서·레이저 등 이중 용도로 사용되는 비전략물자에 대해서도 수출 통제 조치를 취한 바 있습니다. 이스라엘에 대해 같은 조치를 취하지 못할 이유가 없습니다.

한국은 무기거래조약(ATT, Arms Trade Treaty) 가입국이며 ATT는 무기가 ‘집단 살해, 인도에 반한 죄, 제네바협약의 중대한 위반, 민간 목표물 또는 민간인에 대한 공격, 그 국가가 당사자인 국제 협정에 규정된 그 밖의 전쟁 범죄 수행에 사용될 것임을 인지하고 있다면, 무기를 이전해서는 안 된다’고 규정하고 있습니다. 그러나 그동안 수 차례 가자 지구를 침공하고 민간인을 공격해온 이스라엘에 한국은 지속적으로 무기를 수출해왔습니다. 이는 무기거래조약 위반이 될 수 있습니다. 

전 세계가 한 목소리로 요구하고 있습니다. 이스라엘을 무장시키지 말라(Stop Arming Israel) 캠페인은 오랫동안 이어져 왔습니다. 최근 이스라엘의 최대 무기 회사인 엘빗 시스템즈를 타겟으로 한 액션도 곳곳에서 이어지고 있습니다.

The number of Palestinian casualties has exceeded 21,000, with 70% being children and women. Considering that the exact number of missing and dead buried under the rubble of bombings is not accurately known, the death toll is likely to rise further. Over 21,000 universes have been extinguished.

Israel's indiscriminate attacks have been ongoing for nearly three months. No place in the Gaza Strip, including hospitals, schools, and refugee camps, is safe. The healthcare system has collapsed and there is a severe shortage of essential supplies like food, electricity, and water everywhere. Israel is committing the genocide of Palestinian people in front of the entire world, destroying the humanity of all those who witness this atrocity. This is unacceptable.

The ROK government is arming Israel

Since the 1990s, the ROK(South Korea) and Israel have strengthened military cooperation, and arms trade has gradually increased since the 2000s. According to reports from the ROK government in UN trade statistics, from 2014 to 2022, the ROK exported approximately $43.9 million (about 57 billion won) worth of weapons (ammunition, shells, etc.) to Israel. Weapons exported from the ROK could be used in the mass killing of Palestinians. However, the Defense Acquisition Program Administration (DAPA) has kept the details of these arms trade with Israel confidential, citing 'national security, defense, unification, foreign relations, and other matters that could significantly harm the nation's major interests if disclosed.'

Furthermore, the import of weapons and military cooperation from Israel have continued. From 2014 to 2022, the ROK imported about $128 million (about 169 billion won) worth of weapons from Israel. In 2021, the Korea Aerospace Industries (KAI) signed a 'Business Agreement for Cooperation on Next-Generation Unmanned Aircraft Projects' with Elbit Systems, Israel's largest weapons company. Hanwha Systems also entered into a 'Business Agreement for Mutual Technical Cooperation and Exploring Export Opportunities' with Israeli weapons companies Elta Systems and Elbit Systems. Israeli weapons are internationally recognized as 'battle-tested.' The battlefields where these weapons are used and tested are the occupied Palestinian territories. Furthermore, current genocide are being carried out based on artificial intelligence.

The ROK government must immediately stop all arms trade with Israel

The ROK government should enforce comprehensive arms embargo measures, prohibiting both the export and import of weapons to Israel, as Israel is committing war crimes by violating International Humanitarian Law and International Human Rights Law, disregarding the strong calls for a ceasefire from the international community.

There are already similar precedents. The Ministry of Foreign Affairs of the ROK imposed sanctions, including discontinuing new exchanges and cooperation in the defense and security sectors with the Myanmar government after the coup in 2021. They also strictly scrutinized export permits for military items and industrial strategic goods. Following Russia's invasion of Ukraine in 2022, strategic goods exports to Russia were blocked, and controls on exports of dual-use items, such as semiconductors, computers, information and communication technology, sensors, and lasers, were implemented. There is no reason why similar measures cannot be taken against Israel.

The ROK is a state party of the Arms Trade Treaty (ATT). ATT prohibits the transfer of conventional arms if there is knowledge that they will be used commission of genocide, crimes against humanity, grave breaches of the Geneva Conventions, attacks directed against civilian objects or civilians protected as such, or other war crimes as defined by international agreements to which it is a party. However, the ROK has continuously exported weapons to Israel, despite its repeated invasions of Gaza and attacks on civilians, which may be a violation of the ATT.

The international communities call for "Stop Arming Israel". This campaign has been ongoing for a long time. Recent actions targeting Elbit Systems, Israel's largest weapons company, have been taking place worldwide.

The tragedy in Palestine is not an unrelated event on the other side of the Earth. Let us strongly urge the ROK government not to become an accomplice to the war crimes committed by the Israeli government in the name of ROK people.

We demand the the ROK government

• Stop arms trade and military cooperation with Israel!
• Transparently disclose details of arms trade with Israel!
• Make every diplomatic effort for an immediate ceasefire and to stop the genocide!

We plan to gather 10,000 signatures in agreement with these demands and hold a rally on January 19th (Friday) in front of the Defense Acquisition Program Administration(DAPA) that license arms exports to deliver the signatures.
