Dear Pavel Durov, CEO of Telegram and Telegram Executive Team, 

I am NaHyeon Kim. I have been using Telegram and benefiting from Telegram's enhanced privacy protection and your policy of disengagement with the government authorities. The perpetrators in the "Nth Room Case"(N번방 사건) in South Korea, abused Telegram's encryption tool to commit sexual exploitation of children and women and made astronomical profits by turning sexual violence into a form of entertainment and the subject of perversive leering. Whereas Telegram's original developers designed the tools to protect freedom of expression, the perpetrators held victims, many of them underage children, captive as their sexual slaves by threat and intimidation. The perpetrators allegedly picked Telegram because its encryption tools, privacy protection and non-engagement policy with the government authorities provided a haven for their heinous crime. The perpetrators abused Telegram's privacy protection mechanisms to destroy the lives of the victims in full anonymity. I strongly urge you, as the CEO and Executive Team of Telegram to send a firm message that it does not stand behind the sexual crime, invasion of privacy and threats and intimidation by criminals.

I urge Telegram to:

  • Cooperate with the South Korean Prosecution by releasing personal data of members of numerous Nth rooms.
  • Develop monitoring protocols and guidelines so that digital sexual crime, such as sharing of illegal and nonconsensual sex videos, is moderated
  • Release a statement on the Telegram Sex Crime as known as "Nth Room Case" and your commitment to preventing digital sex crime

I expect your urgent and responsible action.
